IRCC has come up with pathways for 90,000 international student graduates and essential workers in Canada for permanent residency and an unlimited number of French-speaking applicants. On April 14, Canada’s immigration minister, Marco Mendicino, announced new programs, three of which will enable 90,000 new immigrants to get PR status this year. The other three for French-speaking immigrants will not have any intake limit.

These new programs will be meant for temporary workers working with hospitals and long-term care homes and also the ones working on the frontline of other critical sectors. Besides, they will also include international student graduates from various Canadian educational institutions.


As of May 6, IRCC will start accepting applications under the following three streams, which will remain open until November 5, 2021, or until they’ve reached the limit.

  • 40,000 applications for international students that have graduated from a Canadian educational institution
  • 30,000 applications for temporary workers in selected essential occupations
  • 20,000 applications for temporary workers working in healthcare services

These new public policies apply to workers employed in 40 healthcare occupations and 95 other essential jobs across various sectors, including food production and distribution, caregiving, etc.


To be eligible to apply, workers need at least one year of working experience in Canada in a healthcare profession or another pre-approved essential occupation. On the other hand, international graduates should have completed an eligible Canadian post-secondary program in the last four years and not before January 2017.


Besides, workers and graduates must possess proficiency in one of the official languages of Canada. They must meet general admissibility requirements and should be present, authorized to work in Canada. Additionally, they must be working in Canada at the time of the application to qualify for the program. Apart from that, they must be living in any of the Canadian provinces, except for Quebec.
